Through the proposed insertion of this section, the bill seeks to require manufacturers or authorized dealers of motor cars to collect advance tax at the time of sale of a car @ 5% of the gross amount.  Such advance tax would not be collectible from Federal Government, or a Provincial Government, or a foreign diplomat or diplomatic mission in Pakistan.
